Tell your friend to keep the Jeep and buy a used bike first.  This is a great time of year to buy used bikes.  Then he can ride the bike through the winter and see if he likes it.  If he rides the whole winter without driving the Jeep OR wrecking the bike, then he should sell the Jeep and buy the CBR.
